Can you fix my powers?

Not if they're blocked by the Admiral.

What can you do?

Cryokinesis - I create and manipulate ice, snow, and cold temperatures. Since coming here, I can't seem to freeze anything below zero or make anything bigger than a few lousy snowballs.

The Admiral's restrictions on inmates' powers can be kind of uneven, some people might not be able to access anything, some more. But only permanent wardens can ask for full return.

Well, that's entirely unhelpful. How do you get a permanent warden?

The Admiral assigns them. There doesn't seem to be any set pattern in length of time before you get permanently paired.
